    / TOP THINGS TO KNOW

A Drug Enforcement Administration judge issued an initial order laying out rules for this month’s marijuana rescheduling hearing—saying it will not be livestreamed and clarifying that no testimony on medical cannabis rescheduling will be heard, since that has already occurred.

The Bureau of Alcohol, Tobacco, Firearms and Explosives said it will “soon” issue updated guidance on marijuana consumers’ gun rights following the Supreme Court’s ruling that a broad federal ban violates the Second Amendment.

Bipartisan members of Congress filed a National Defense Authorization Act amendment that would extend a psychedelic research effort at the Department of Defense until 2033.

Vermont Gov. Phil Scott (R) signed an omnibus cannabis bill that doubles legal marijuana possession limits, enables interstate commerce and creates a pilot program for events where sales can occur, among other reforms.

ACLU of Virginia and other advocacy groups sent a letter urging Gov. Abigail Spanberger (D) and lawmakers to remove provisions to significantly increase fines for public marijuana consumption from recreational cannabis sales legalization legislation that’s expected to be voted on next week.

The Colorado Department of Public Health and Environment’s biennial youth health survey shows “significant decreases in marijuana use over the past 10 years” by high school students—contrary to claims from prohibitionists who said legalization would lead to increased youth cannabis consumption.

North Carolina’s Senate president said lawmakers are unlikely to take up a bill to put marijuana legalization on the ballot for voters to decide, instead saying that “there is some interest in looking at the hemp situation.”

    / FEDERAL

National Highway Traffic Safety Administration Administrator Jonathan Morrison spoke on a panel at a Cannabis Regulators Association meeting.

Nebraska independent U.S. Senate candidate Dan Osborn tweeted, “Today the Nebraska Department of Agriculture is holding a hearing on proposed rules that would effectively PROHIBIT the sale of all hemp derived consumable products in the State of Nebraska. The CBD gummies you use to fall asleep could be gone. The drink you use to relieve your arthritis pain, gone.”

    / STATES

Kansas’s attorney general praised the U.S. Supreme Court’s ruling on gun rights for marijuana consumers.

A North Carolina representative said people from the state will go to neighboring Virginia to purchase legal marijuana when it enacts legislation allowing recreational sales.

The West Virginia Supreme Court sidestepped the question of whether the smell of marijuana is probable cause for a search.

An Ohio regulator said the state hasn’t received “any clear guidance or feedback from the federal government” on the implications of federal marijuana rescheduling for the state’s businesses.

Missouri regulators transferred additional marijuana revenue to veterans, public defender and drug treatment programs.

Washington State officials included a warning about potent cannabis in a guide for soccer fans visiting for the World Cup.

The Georgia Access to Medical Cannabis Commission will meet on Wednesday.

The New York Cannabis Advisory Board will meet on Thursday.
